He was described in these terms by his obituraist [The Mercury,29 October, 1891] Mr Maxwell, who arrived in Hobart in 1836, has all his life been identified with the progress of the colony, and has taken great interest in matters affecting the commercial and business prosperity of the city. For years he was a member of the Marine Board, eight as Master Warden; during his tenure of office many of the principal improvements to the port were effected, including the New Wharf, and the King Island lighthouse; and as a member of the board he was appointed by the Government to represent Tasmania at the Lighthouse Conference in Sydney. He was for some years member of the board for the General Hospital and of the Sorrell Causeway Board; was one of the first directors of the Hobart Gas Co., and for many years was chairman of that Board, resigning from the position in 1882. He was for 28 years director of the Commercial Bank of Tasmania. Recently, through failing health, he resigned his position with the Savings Bank, with which institution he was connected almost from its inception, having been president and a trustee. About 28 years ago he accepted the position of manager of the Derwent and Tamar Assurance Co., which position he held till last June, and in connection with this office he was chairman of the Fire Brigade Board.
